In Connecticut, you are able to apply for a pardon three years after the disposition of your most recent conviction if it is a misdemeanor. However, you must wait five years if it is a felony conviction. You must not have any outstanding court fees. Please note you may not apply if you are currently under parole or probation.
The Board of Pardons and Paroles considers the magnitude of the crime committed and the impact on the victim. The victim and the state’s attorney may also have input. Assessment of the applicant’s rehabilitation and evaluation of accomplishments that the applicant has achieved since serving time takes place. Ultimately, the Board wants to ensure the public interest is served by expunging the individual’s criminal record.

There are no fees to pay to the Board of Pardons, but you will be required to pay for a copy of your criminal record or “rap sheet.”

There are a number of things considered when the Board is deciding to grant a pardon, including but NOT limited to how severe the offense is, the impact on the victim, the victim’s input, full criminal history, and whether or not the public interest is served by pardoning your criminal record. Other considerations include work history, character references, community service, what you’ve accomplished since your offense, and more.
